BTS, full Shatner body cast photo

Stated to be costume designer William (Bill) Theiss (standing, arms behind back on left?) with Shatner during a full body casting session. Now was this for some Kirk prop (episodes??) or perhaps just a scale 1:1 model/mannequin to be used for costume/uniform creation?

Don't think they would cast Shat for just this blob of a thing!

Or maybe they just wanted to keep Bill busy for awhile.

I can't think of any other time they would have needed a Shat body cast - so I want to agree with @Tim_Thomason and the idea that the production had to go with the blob thing when the body cast idea didn't work for "Little Girls". However, that does look like Theiss to me, and I wouldn't think he would have been involved with supervising something used as a prop.
