Brian Brophy didn’t return?

Does anybody know why Brian Brophy did not return in Star Trek Picard when the character of Bruce Maddox returned? Was the original actor not available?

A reason's never really been given. Brophy was at a convention shortly after Picard premiered and was surprised to hear Maddox was mentioned in the episode. Then after the episode aired with John Ales as Maddox, Brophy said no one ever spoke to him or offered him to come back as Maddox.

The only other character that I can think of in Picard that was recast is Icheb? Does anybody know why this character was also recast and killed off so quickly in such a brutal way?

Popular speculation about Icheb's recasting and fate is that it was a reaction to the fact Manu Intiraymi is, not exactly a good person these days, to be polite about it.
