Who is Dr. Altan Inigo Soong?

Because of spoiler policy couldn't put the name of character in the title. Will do it in this poll.
So, another great performance by Brent Spiner. But who was this character he was playing, Dr.
Altan Inigo Soong. Someone who he actually claimed, or something/something else?

Couldn't help myself thinking about this possibility, after the society on the planet knew so much about him, Spot 2, and Soong calling Picard Captain :whistle:
 
Who beside the crew of the Enterprise, Maddox and maybe Noonian Soong actually knew that Data had a cat named Spot?

Did Lore knew it?
 
I just can't believe they have completely forgotten Lore, not even mentioned him once.
Based on Chabon's replies to fan questions on Instagram, the writing team hasn't forgotten about Lore at all; rather, they made the choice to not include him in this particular story for whatever reason (though some people are speculating his claims are intended to throw viewers off so we'll be surprised if/when Lore does show up).

I rewatched the episode: Soong calls him "Admiral Picard (retired)". It's Sutra who calls him "Captain Picard -- Data's captain." Perhaps she was made from Lore's "DNA" the same way Soji was made from Data.
 
Whatever else transpires, I believe there is a pretty good chance Sutra kills him.
