If the writers wanted it to, it would. Other than that there is nothing to say either way if it would work on the Borg. As far as we know the powerplant of a Borg cube might be immune to however the Breen weapon works.

Indeed they did, But the point still stands that if the Klingons can do it on accident the Borg should be able to do it on purpose with no problem. They also knew enough to capitalize on it, and make the same modification to the rest of their fleet.

If I remember right it was the Feds and Rommies that had trouble making the adaptation work for their ships, even knowing what the modification was.

Plus it's also possible that the Borg have already encountered and adapted to a similar weapon to the Breen's energy dampener.
