They had a lot more potential than that, with the shapeshifting and the psychic powers (also part of how I envisioned them, up to and including provoking the Borg into basically sending out a distress call). But I can see why you might think that. (Mine were a lot scarier, though. Voyager really dropped the ball on them.)

The story I wrote for icheb and seven of nine was the best they go around basically fighting off traffickers of Borg implants and interchangeable alien body parts it ends badly for each end but I wonder if they're going to show that story

I'll bite. Captain Harriman was the captain of the Enterprise B at the beginning of "Generations". Kirk, Chekov, and Scotty being aboard was a media event, and it was apparently scheduled before the ship was really 100% ready - there were several things, like torpedoes, that weren't due to be installed until the Tuesday after.
