^Even the Borg story in Seven Deadly Sins featured human privateers who worked outside the Federation.
I don't think the Klingon, Cardassian, or Ferengi stories feature any Federation characters at all, or at least don't have any scenes from their perspective. I think the Romulan story does have some Starfleet characters, but I can't remember for sure, and the Borg story is told entirely from the POV of a group of non-Starfleet human characters. Slightly off topic, but if we're discussing books where the Federation is not the focus, I remember finishing Terok Nor: Night of the Wolves and thinking that this was the first Trek book I could remember not to feature the Federation. No Federation characters, no scenes set in the Federation. Even the other two Terok Nor books had brief POV periods with UFP citizens (mostly Starfleet officers). The only Federation presence in Night of the Wolves was a handful of mentions, acknowledging that the UFP was part of the Cardassian/Bajoran worldview, but not subject to much attention.
More on topic, I too love KRAD's Klingon novels for their unconventional portrayal of the Trek universe, and books like The Never-Ending Sacrifice and the Terok Nor trilogy, doing for the Cardassians and Bajorans what KRAD did with the Klingons, were also a joy. And, Vulcan's Heart and the Vulcan's Soul trilogy do a good job with the Vulcanoid races as our major POV, including Romulans and pre-Federation Vulcans.
