Blooper in Random Thoughts?

In Random Thoughts when Tuvok and that guy are exchanging 'violent' thoughts one of the images that scrolls across the screen is of Seattle riot police. You see a Bank of America sign in the background. Blooper or was this some odd omage?

Tuvok was probably a student of history and may have observed those events on a holodeck or video feed as a student at the Academy. I don't think that it would be a blooper or a homage but rather just saved video.

I thought the riot scenes were from Los Angles (Rodney King). Tuvok must have watched some 20th century movies as well- there's a couple scenes from the movie Event Horizon.
