It seems counterintuitive but the strongest tidal effects are with smaller black holes.

ETA: Tidal forces scale as M/r^3 where M is the black hole mass and r is the distance from its centre. However, the Schwarzschild radius R (the distance from the centre to the event horizon) is proportional to M (because R=2GM/c^2) so at the event horizon the tidal force is proportional to 1/M^2.
