It can be a bit hard to judge ages when going from the more cartoony style of the first game to the realistic style we're getting in BG&E2. I wouldn't really use the characters appearances in 2 as to strong of evidence of where it takes place in relation to the 1.

The design really isn't the issue since the difference here wouldn't be a matter of a few years give or take, but several decades. Also, never mind how the characters looked; the way they were portrayed (personality, demeanour, attitude etc.) made it pretty clear that Pey'J was supposed to be late middle-age-ish, and that Jade was supposed to be early-to-mid 20's. If this takes place before they came to Hillis then logically they'd both be significantly younger.
