Betazoids and Bolians: Opportunities for Good Storylines

I find Betazoids boring to the extreme. They're basically telepathic humans.

Bolians, on the other hand, are not well defined and could use more species development.
 
I was thinking about a scene that demonstrated Betazoid's snobby attitude's about their abilities, but I can't recall the episode title. Deanna is telling someone about her maternal grandfather. She said something like he rarely spoke aloud, saying it was for "Outworlders or people who didn't know any better". Does that sound familiar to anyone?

I can remember her and Lwaxana being in private and Lwaxana being irritated that Deanna was talking, rather than communicating telepathically, implying that only lesser races were limited to such an inferior method of communication.
