Characters like Q/DeLancie and Damar/Biggs don't count as 'guest stars' to me. they are integral to the plot. Sloan/Sadler has just enough time off screen that it counts for me. If he hadn't done such a damn good job, I wouldn't even consider him.
 
^ Great call on Sloan/Sadler, in my opinion definitely a character that was played very well with relatively little screen time.

The one episode where we get inside his head, believe it's Extreme Measures, gave him as much depth as any regular character.

We could devote a whole other thread to the similarities between Garak and Sloan, although they are both clearly separate and equally well-played characters.

I always loved that the Romulans have the Tal Shiar, the Cardassians have the Obsidian Order, the Vulcans have the V'Shar, but it turns out the Feds, whom everyone thinks are just so nice, have the most smoke-and-mirrors, super-secret spy agency of all, so super-secret that no one even knows it exists! And it seems that it is, possibly, more ruthless than any of the others.

And Sadler was perfect.
