There was a line about Spock being the best First Officer in Starfleet, but was he the best Science Officer?
I think that was a makeup thing, or so I recall reading - there was a problem with Spiner's Data makeup and blue, so they made him 'chief of operations' instead, though for all the writing was concerned he may have well been a science officer.I'd figure Spock for a better science officer than first officer, actually (God, I love that there was a science officer and felt that TNG missed the boat by eliminating the job as a bridge position).
They also divided up the characterizations: Kirk is split between Picard and Riker. Spock is Data, Troi and Worf.Oh, definitely.
Even still, though - I can't help wonder if it may have also played into TNG's effort to delinate the roles of its characters from those on the original series. Looking at the original cast there isn't a single one with a 'he did this, so he does that' association except Geordi as the pilot, and even he has the new special name of 'Conn officer.' Part of Picard's role as captain has been taken by Riker, the science role Spock had was given to Data, who has a different job name; McCoy's role has been given to two women; the faceless redshirts are now yellowshirts and have a blonde boss, etc.

Exactly--and in the first season, we get three different chief engineers though, for some odd reason, two of them were apparently Scots. The third one was just a dick.
