I own most of the Trek novels published up to 2001. The standouts among the TNG novels are those by Peter David, as you already mentioned (especially Q -Squared, which got me into Trek) and Masks. I remember The Romulan Prize and Here There Be Dragons as being quite good too, though I’ve not re-read them recently.
