Off the top of my head, some novels I enjoyed as good character pieces:
The Way to the Stars - Tilly
Once Burned - Calhoun
Immortal Coil - Data
The Captain's Oath - Kirk

But the best character novel is A Stitch in Time. One of the few Trek novels I've read multiple times.
