Ron Moore was the Line Producer, but B&B called the shots about what he could do with it. A Line Producer has limited power to begin with, and if the Executive Producer/s are nitpicking micro-managers, most of that power is illusory. Don't make the mistake of taking listed credits as sign of authority.

To follow up on what others have said, Moore also was not a line producer. A line producer is the guy who's down on the set every day making sure that the production runs smoothly. That wasn't Moore's role at all. He was a writing producer, meaning that while he did have some interaction with the cast and crew, he was primarily a writer on the show. His actual title varied through the years, with the final version being co-executive producer.

And, as has been pointed out, Ira Steven Behr was the showrunner on DS9 at the time of Dax's death, having replaced the original showrunner which had been Michael Piller. Brannon Braga didn't have anything to do with it. Behr was credited as an executive producer alongside Rick Berman. Although Berman was the top dog, he most often deferred to Behr in the creative direction of the show. And Braga never had anything what-so-ever to do with DS9. He went straight from TNG to Voyager.

EDITED TO ADD: I realized that "B&B" could actually refer to Berman and Behr as easily as it could Berman and Braga. If that's what you meant, I apologize. However, "B&B" is usually used around TrekBBS to refer to the team of Rick Berman and Brannon Braga, often portrayed as the heart of all that was wrong with later Trek.
