tony did it because he hadnt been in the super hero business for long and didnt really think through the implications.

bruce knows he has a long enemies list and what the consequences would be if he exposed himself.

Why didn't they do that years ago? I mean, yeah, it's comic books and all. But you'd think they would have raised the stakes a little, given the number of people who die every time the Joker or someone breaks out.
