Okay, this has been here for nearly a week, so I'm going in with a guess.
The scene I'm thinking of is at the end of TUC, where, having saved the peace treaty, the crew of the Enterprise are discussing anti-Klingon attitudes, and one of them (Chekov I think) says that they might as well have prosecuted him, and around that point, I think Uhura might say the above line.
I know this is one of the weakest answers (with its maybes and mights) so if it's right, someone else confirm it and jump in.
