I have to disagree with you Tim. I respectfully suggest that you rewatch Nemesis, paying particular attention to the briefing room scene, which takes place in Chapter 5 of the DVD. To further prove my point, the following is verbatum from that scene:

DATA: ...The Remans themselves are considered an undesirable cast in the hierarchy of the Empire.

RIKER: But they also have a reputation as formidable warriors. In the Dominion War, Reman troops were used as assault forces in the most violent encounters.

PICARD: Cannon Fodder

LAFORGE: Yeah, but how did a Rema get to be Preator?
