It's McCoy, at the end of TSFS, when asked if he will accept the danger/risk of transferring Spock's katra back to his body. He says out loud "I accept the risk" and then murmurs the line to Kirk.

"That's the beauty of it."
 
Now this one I know is Kirk to Spock in The Voyage Home concerning the beauty of time travel and how he will get back the glasses he is selling.

"Bet you wish you stood in bed."
 
Data, finally getting Geordi's joke after seven years! (in Generations)

(And I actually think it was McCoy who spoke that last line to Admiral Cartwright. I could be wrong...)
 
(I'm pretty sure it was Spock, because he walked forward with Valeris, Vulcan-glaring at Cartwright. But it does sound like McCoy...)

The President of the UFP. (Did he have a name? I know in the movie novellization he had a name but that isn't canon.)

And the quote is from the Klingon Warden dude...again? From ST:VI

"Offering Klingons safe haven is suicide. They'll become the alien trash of the galaxy. The opportunity here is to bring them to their knees. Then we'll be in a far better position to dictate terms."
