Thinking about the production logistics of Book 2 and 3.
If they block film both back to back, it might make sense to film large parts of Book 3 first, since the Cast, specifically Aang and Zuko have their hair grown out at the perfect length. They currently look like they came straight from the set during the Fire Nation episodes.
And then go back to filming the earlier episodes when they shave their heads.
This would also mean characters like Toph would film their introduction after settling into the role for a while.
If they film in chronological order, the actors will not have time to let their hair grow out again.
Which means, either bald caps or wigs. And wigs is not the strong suit of the show.
