They've been sort of teased twice in mars-related stories:
1-In Christmas invasion, it's assumed by someone (Harriet Jones?) that the Sycorax are from Mars. The UNIT corporal responds: "Martians look totally different".
2-Water of Mars also mentions the Ice Warriors-by name this time-and the Doctor even speaks in their tongue to attempt to communicate with the water zombie.
3-Strangely though, The ice warriors don't appear at all in either the monster montage in Eleventh Hour and I don't believe they're mentioned by name in Pandorica opens either (As martians or Ice Warriors).

Granted, while "martians" are kind of a sci-fi cliche, I thought the Ice Warriors are among the better representations. They're kind of like the 24th century Klingons a bit, at least in the Peladon serials-A warrior race that eventually makes peace with earth, but with still a few stragglers here and there.
In the TV series, it's been nearly four decades since they last made their appearence, although a Sixth Doctor story (Mission to Magnus, which also would've brought back Sil in place of Mindwarp) was planned but junked when the original season 23 didn't go into production. There was also going to be a Seventh Doctor serial in season 27 but that also was never done. Most recently there were rumors they would appear in the season 3 opener, but we got the Judoon instead.
I think they come off well, visually, although they could use an update (Hopefully one that keeps them suitably alien-not something like the recent Silurians).
