I fear people with alot greater Who knowledge than I, will have a beter answer than this, but I see no reason Alternate Doctors cant exisit.
Even if Galifery is outside of normal time, meaning it iself has no Alternative versions of itself, when the Doctors enters normal space and the timeline, I would think that other Alternative versions of himself split off, like they do for us when we go left rather than right (or so the theory states)
So yes it is quite possibly there are other Doctors, there are also possibly other Masters, the question of course means, what does this mean for their regeneration, is it possible a version of say Peter Davison exisits, where he never regenerated.
Also would an alternate Doctors regenerations be the same as our Doctors.
