Horta are sentient. And according to Diane Duane, there's even one in Starfleet.tribbles, the Horta, the Denebian slime devil and the Regulan bloodworm.
That world of dragons may be Berengaria, mentioned by T'Pol as a place with giant flying reptiles.Apparently we're getting dinosaurs in Season Four of SNW.
And, back on TOS, Spock once mentioned seeing dragons on an alien world, while conversing with Leila Kalomi, I believe.
And, of course, DS9 was infested with Cardassian voles.

Yes, there are plenty of alien animals in Trek. But what Trek lacks severely are alien animals that are just in the background and have nothing to do with the plot. That's one thing Star Wars does a lot better than Trek IMO. Helps that SW is mainly a movie franchise but the point stands, especially today with all the VFX advances.
