I'm guessing as acclaimed as Evil is, it doesn't get CSI, NCIS, Criminal Minds numbers. It's not safe enough to be on CBS.

Mandalorian was going to have that draw because it was Star Wars with a built in fan base. I just don't think there are any of these shows moving from cable to Paramount Plus are going to pull people over.

I heard that Disney had to wait 3 years until they could reproduce any of the Netflix shows, and that Disney/Marvel had approached some of the Netflix actors about coming back, even if they had to redo their origin stories.

I very much hope they bring back Daredevil and Punisher. Those were really good shows. I’m sure Disney will find a way to fuck them both up, though.
What if the Netflix actors become secondary characters in multiple movies... Although, half the cast of Daredevil should probably be in the Upcoming She-Hulk series.

If Colter is tied up with Evil, surely that means that any Luke Cage appearances are more likely if not guaranteed to be a (soft) reboot/recast of the character with a new actor?

I think it didn't just need to be in the Star Wars universe, it also had to have insanely good word of mouth. If Mandalorian had turned out so-so, it wouldn't have been a draw.
They need Mike in order to have him as Luke Cage (which I agree would not be a bad thing as his version of the character is solid), they don't need him to have someone else play the character which is what you said that they can't do.
It might work, but all those characters are pretty mundane by comparison to the super-humans, mutants and gods that occupy the MU at the cinematic level. They have talent in their respective fields, but they'll all likely need an equipment overhaul just to keep up with the higher-tier characters. Punisher, for example, will probably need a portable/personal thermonuclear grenade launcher. Maybe a new extension to Agents of S.H.I.E.L.D.

Exactly my point, rebooting the character is still Disney's choice, Paramount isn't stopping them from doing that, at most they are forcing them to reboot or not use the character because Paramount is "cockblocking" use of Mike Coulter as Luke Cage.
The only party who could possibly block use of Cage entirely would be Netflix, and I believe that their option has lapsed.
