The end of the episode showed what a good captain Picard can be. He followed orders, even though he knew Maxwell was right in the end. But he let the Cardy know in no uncertain terms that Starfleet wasn't stupid or weak.

Maxwell it seems is one of Starfleets better captains,just perhaps born 100 years too late.More TOS than TNG.I've often wondered about Maxwell's fate,would he make a good Section31 operative.
Fascinating theory about the deadening of human sensibilities in a Roddenberryesque future....it certainly bears thinking about.Will the "post-atomic horror" and the dawn of the warp age really change human behaviour so much?
