Why was Spock's mother, Amanda Grayson, with the Vulcan High Council before its destruction and her death?
 
she was with sarek though some books have speculated amanda but her own right
was respected by some of the elder powerful vulcans.

What was she doing with Sarek, during a council meeting?
I think "council meeting" may not be an entirely accurate description.

Alternate reality

In 2258 of an alternate reality, the katric ark was also a facility in which the Vulcan High Council was to retreat in case of planetary emergency so as to preserve the Vulcan heritage and culture. This seemed to be an ancient structure, with few or no technological systems. It was, however, impenetrable to communication or transporter signals.

Shortly before the destruction of Vulcan by the Narada, the katric ark was also destroyed by seismic activity caused by the black hole that was created in the planet's core. With help from the crew of the USS Enterprise, some of the Council members were saved. Several of them perished, however, including Amanda Grayson. (Star Trek)
 
it was probably impervious to almost everything except for the planet being destroyed.
remember the sensors were not functional so the vulcans themselves probably
wouldnt have a clear picture of what was being done to the planet until near the end.

A little surprising, seeing as all the shit Spock caught for being half-human, and that would be half-Amanda. I didn't see a lot of respect there. If Amanda was respected, you'd think civility would be shown her son.

Or maybe it's that Vulcans can respect humans...they just don't want them in the family.
