What if Miles couldn't stop the Romulans from destroying the station
The Federation-Klingon-Romulan alliance is in tatters!
Immediately upon the destruction of DS9 at the hands of the Romulans, the Klingons' "suspicion" that the Romulans were a 5th column for the Dominion all along is "confirmed" (from Klingon point of view). In retaliation, the Klingons attack and destroy 15 Romulan outposts along the Klingon\Romulan border. The Romulans, while losing that territory, counter attack, and halt the Klingon advance further into Romulan space. The klingons and Romulans are quickly stalemated, neither side giving or taking ground, despite a bloody conflict along the Klingon\Romulan border.
The Federation, realizing that the alpha quadrant cannot defeat the Dominion without the Romulans' help, takes a more restrained approach, and does not attack the Romulans, to the chagrin of the Klingons. Instead, the Federation dispatches Picard, and the Enterprise to try to keep the fighting between the Klingons and Romulans from getting out of hand, and to attempt to salvage the alliance. As former arbiter of succession for Gowron, Picard persuades Gowron to consider a truce, if he can get the Romulans to stop fighting, first. Picard contacts Spock on Romulus covertly and manages to get Spock to persuade a faction of dissident Romulan senators (who have secretly begun to follow Surak's teachings as taught by Spock), to pressure the Romulan Praetor to declare a temporary truce with the Klingons.
The Klingons, realizing that their forces are weakened after fighting both the Cardassians, and later the Cardassian-Dominion Alliance, and that at best, they can only accomplish a stalemate with the Romulans, reluctantly agree to sit down at the behest of Picard, to a 3-way peace talk between the Federation, Romulans, and Klingons. Gowron is willing to "hear what Picard has to say", but when the Romulans demand lost territory back from the Klingons, the peace talks quickly fall apart. The fighting between the Klingons and Romulans resumes, and Gowron, declaring he is disgusted with Federation's unwillingness to join the fight against the Romulans, withdraws from the Federation-Klingon Alliance, vowing to fight on all fronts, should the Federation oppose them.
Meanwhile, seizing on an opportunity to capture the Alpha Quadrant with DS9 gone and no Federation presence at the Wormhole, the Dominion strikes deep into Federation territory, capturing Bajor and nearly 1/3 of the Federation worlds, including Andoria, Tellar, and some nearby Vulcan colonies including P'Jem. Vulcan prepares for a Dominion invasion.
Dominion advances continue into Romulan territory. Facing a 2 front war with Dominion and Klingon forces, the Romulans sue for peace with the Dominion. The dominion agrees, and accept the Romulan Star Empire as a vassal of the Dominion. Back on Romulus, Spock and his dissident movement following the teachings of Surak, are quickly rounded up and put to death.
The Klingons are quickly pushed out of Romulan Territory, and quickly lose ground to the Dominion. The Klingons fight valiantly but lose battle after battle and system after system, until Q'o'nos itself is within striking distance of the combined Romulan-Cardassian-Dominion fleet. The defeat of the Klingon Empire is eminent, and Q'o'nos is cut off from the rest of its empire, and the Federation. With no hope of receiving supplies or reinforcements, Gowron orders all Klingons to fight to the last warrior. The Romulans dispatch their newest Reman Warbird, the Scimitar, to Q'o'nos. Q'o'nos is fired upon, and all life is wiped out with a Thaloron radiation pulse. This scenario is played out time and again with the remaining Klingon outposts and colonies, throughout the Klingon Empire. The few remaining klingons retreat to Federation territory and ask for sanctuary.
The Dominion also dispatches ambassadors to the Ferengi, Gorn, Breen, and Tholians. Seeing how the Dominion has all but conquered the Cardassians, Romulans, Klingons, and with the defeat of the Federation only a matter of time, all of them join the Dominion.
Realizing they are surrounded on all sides with no chance for victory, and to save the lives of billions of its citizens, what remains of the Federation surrenders unconditionally to the Dominion.
