I've always been very, very disappointed we didn't get any real screen time with him as Tarkin beyond the blink and you miss it cameo in Revenge of the Sith. Which works great for 'Andor' since it's by design a ground level view of revolution. 'Rogue One' dealt a little more with the infighting of the upper/mid-level functionaries. The Emperor could still remain as little more than an abstract presence, as he did in ANH, but they needed Tarkin as a foil for Krennic.Referencing Tarkin and the Emperor without ever seeing either helped make Andor work so well. No visible Peter Cushing. No Sith Lord in sight. Just the terror imposed by a galactic tyranny.
