To be honest whole suite wise nothing springs to mind (at least not in the graphics side of things), there are a few decent competitor products which individually are good or look good.
Dreamweaver wise I have heard some positive things about MS Expression Web (
http://www.microsoft.com/expression/products/web_overview.aspx), not used it personally on the Mac Flux (
http://www.theescapers.com/flux/) is supposed again to be good, I personally didn't get on too well with it when I tried. I'm afraid I've never really progressed beyond the good old text editor for web and programming work (Textmate on the Mac being the best I've found).
Graphics wise generally GIMP is the free alternative to Photoshop (
http://www.gimp.org/) people use, you may find that GIMPshop more to your liking, it's a tweaked version that more closely resembles photoshop. When I've needed to put a decent (but free) paint package on friend's PCs I've tended to grab Paint.NET (
http://www.getpaint.net/index.html), but personally being a life long Photoshopper I've never really stopped to properly try it out. Cinipaint is also a possibility if you're on a *NIX based platform.
If it's simply a case that the Adobe CS package is out of reach price wise then take a look at a few of the slightly cut down Elements versions (
http://www.adobe.com/products/elements-family.html) which are much more affordable, but offer similar workflows.
