Cover art still helps to sell every book. That's why even ST eBooks have cover art.
Picard features a lot because he's the star of TNG. You can bet that Picard, Data and Worf are most commonly featured cover stars: distinctive, popular TNG characters. For TOS it was Spock and/or Kirk.
