Access codes

I'm confused about something and maybe someone can help with an answer. In TNG episode "Face of the enemy" the Romulan dissident group kidnap Troi just in case they need a Starfleet officer's access codes to cross into Federation space.
At that time Troi may have held the rank of lieutenant commander but she wasn't an active bridge or line officer, how'd she know the access codes?
I checked and Troi wouldn't becomean active serving bridge officer until season 7 episode "Thine own self"

I like to call it plothole, but I'm guessing that even she's not a bridge officer she'd have some access codes that would carry the lieutenant position, which I figured she was before being promoted.
