I think that Data in the robotic heaven isn't actually entirely Data. He's a reproduction of Data that clearly doesn't possess Data's zest for life or desire to continue to go on. Basically, in TVtropes terms, he "came back wrong." I think Picard also knows that with Data's super brain that he's already made up his mind.
But in EMOTIONAL TERMS, I think Data has been stuck for decades alone in solitary confinement with a brain that functions 7,000,000 times faster than a human beings. I would be suicidal as well.
