A design oversight of the 1701-D bridge (not the wishbone railing)

That's definitely "Booby Trap". You can see the Promelian captain's ugly mug on the screen.

Speaking of mugs, did we EVER see a cup or any sort of food being consumed on the E-D bridge? We saw the place where the food replicator was supposed to be, but I don't remember an instance of the thing ever being used, or anyone eating or drinking on the bridge.

It's altogether possible, if Picard was indeed allowed to customize his bridge, that he didn't want his main workplace cluttered with empty coffee mugs and breadcrumbs. Thus, he forbade the use or existence of food replicators on his bridge, and ordered removal of any level surface from the room. If anyone wanted to eat or drink, they have to leave the bridge or use the toilet off the side. Or have a ready room at the ready. :)

I don't think so.
Main Engineering had a replicator as well, but I think it was only used in Best of Both Worlds part I. [edit: I meant Q Who? I knew it was a Borg episode...]

If anyone wanted to eat or drink, they have to leave the bridge or use the toilet off the side.
I think the Observation Lounge would be preferable to the Head for this :)

Engineering had a replicator around the corner in "Q Who?" and was used only once for a limited hot chocolate gag - though there ARE places to put a cup down there. For that matter, the Defiant had a replicator on the bridge AND we saw mugs being passed around, and on Voyager Neelix was often enough up there with his confections. Lots of flat surfaces on those bridges...

All the surfaces are wipe-clean anyway. Though perhaps that's why the carpet changed every year - Picard had enough of Wesley spilling his chocolate milk all over the floor and banned all drinks on the bridge.
 
Perhaps this is why Kirk missed his old chair in Star Trek V?

Indeed, that's the way it should have been depicted, but we never saw the flat surfaces deployed. In fact, in (I think) Booby Trap, when Data and LaForge were analyzing the alien data storage device at a science station on the bridge, they constructed a little flat surface on top of the station. It looked odd and out-of-place, and was never shown again.

I realized the episode I'm thinking of is Transfigurations. Here's one shot of the out-of-place shelf they sat on the panel; it was used only this one time throughout the entire series:

Was that when they had that Yeoman who's sole purpose in existence was dispensing coffee and "being a welcome change of scenery"?
