I'm still somewhat annoyed that Janeway was an Admiral in Nemesis, whereas Picard was merely a captain ...even though I can rationalize it in several ways...

Janeway was going to refuse the promotion, but learned that if she did, her new her first officer would be none other than the newly rank-leaping Commander Kim.

She then immediately began choosing stationery styles for her promotion ceremony invites.
