It was my thought when I saw it. Today it remains the only Bond film where the basic mission and motivation for the villain seem real world and believable to me.FYEO is one of the better Bonds, IMO. The Roger Moore films had kept going over the top. This one brought it back down to earth and was more believable.
Exactly--FYEO is about as close as Moore ever came to doing a more straightforward, stripped down, 'Connery-style' Bond movie. Although in my opinion it doesn't compare to most of the Connery films, it's still the least tongue in cheek of Moore's films.
