I've always had the impression that Sloan was more of a field commander. He was too hands-on to be the leader of the organization. You don't send your leader to do jobs that regular operatives could have handled.Photon said:

Section 31 had little reason to derail peace negotiations. They would have known that a war with the Klingons would have left the Federation unable to defend against the Romulans. Heck, they probably would have blown up Praxis themselves if they had known how great an advantage it would give the Federation at the diplomatic table. imo S31 had to have some kind of an official oversight committee that more or less acted as its conscience and approved missions as being in the best interests of SF and the Federation.
But from our past experience with power, kingpins, dictators ect. we can deduce that no one person was it's the sole guiding light and answerable to no one.
