If they ever do a love story with Sam, it will be rather questionable. I wonder if they just didn’t realize this when they made the concept, because yes, this is the same problem that made three-year-old Kes having romantic (and supposedly sexual) relationships on Voyager so creepy and disturbing if you thought about it for a moment. (Although I have to say that this argument never came up whenever the Doctor fell in love or had a relationship, because he too was only a handful of years old.)
I wonder why they didn’t just make her a photonic life form that’s actually seventeen years old. What is so important about the idea that she was activated merely weeks ago?

Honestly, it’s just something that makes me very uncomfortable as a viewer and human being. Creating a sentient being that’s sexually available but only days/weeks/months old is creepy as fuck and basically pedophilic wish fulfillment. I get that the idea is that Sam’s programmed to be a seventeen year old, but I’m dubious as to how believable it is that it’s possible to “program” life experience, emotional, cognitive and sexual maturation, including identity, desire, and relationships. Adolescence is not something you can just upload into someone’s brain or memory; it’s something a being has to live through. And that’s a human standard, yes. Yeah, I know. And I think that’s a bit problematic as well, because, as I said, I don’t think certain parts of the human experience can just be uploaded, but must be actively experienced. It’s one thing when the Doctor was basically just an interactive holo character like we’d meet in a holo-novel. Someone who’s just playing a role. But the point of the Doctor’s story on Voyager specifically was that he developed into a sentient life form. That is true, although this was later contradicted in Relativity when we see him active in sickbay the day Janeway first arrived on the ship while it was still at Utopia Planitia. Still, that would mean he's only a few weeks old at most in Caretaker.And I think in “Projections” they specifically name his activation during “Caretaker” as the first time he was ever activated.
