Most people understandably don't want to or even tend to think of circumstances like that and even if they did that feels like a much more unlikely and forced, artificial, forced, compelled scenario than just being artificial and so *that* manipulable to start with.
And now you understand why I would want to relocate a "Soong Type Androids" On/Off switch to be hidden straight up his Arse instead of being on the lower area around his spine.
Most people wouldn't think about reaching in there to Activate/DeActivate their android unless in extreme circumstances.
That would hinder your android being fully functional and programmed in multiple techniques.

Admiral Necheyev is actually a very good admiral. She was not evil or had a hidden agenda. She was simply no-nonsense and a bit strict.
I have heard some in the past talk of Necheyev like she was a 'badmiral'. I just don't see it. A hard ass? I certainly agree with that, but that in itself does not make a person bad or have a hidden motive.

Necheyev's definitely not a badmiral, unless someone's defining it as 'any admiral who isn't entirely on the same page as Picard'. It wasn't too hard to buy the fact that she'd sign a treaty handing DS9 over to the Dominion in The Search, but that wasn't really her.
I don't want to get too embroiled in this conversation as I don't really care, but I had to pull up this comment... which is a bit silly on multiple levels. First that they are fellow officers and there are obligations. Secondly, he's a doctor... and really the two are not mutually exclusive. I suspect you'd easily find cases of racist police officers who have saved or helped someone of another race for example. I can't imagine every doctor worldwide isn't racist, and hasn't performed surgery on someone of another race.

Data can be hacked in a multitude of ways. That off switch is probably the most difficult way to gain access, as it requires you to get behind him to use it and not catch his attention while doing it. Plus, it seems to require some oomph to trigger it.
Smart folks are just going to hack in.

I think you have it backwards.
Smart Folks will learn how to press a switch, even if it requires "Oomph".
On/Off buttons are easy, hacking Computers are far harder than pressing a button.
1) Data can't see behind himself, he's limited to the same FoV as a Human Being
2) Multiple Strong Aliens or other Androids could hold him still long eonugh that a 3rd person can press the button.
3) If you lack man power, a custom projected Force Field can hold him "Still Enough" that you create a small opening in said Force Field to DeActivate him.
Hacking takes A LOT more knowledge about the specific Platform, Weaknesses, & Accessibility to even work.
On/Off buttons are easy once you know where they are and how much force you need to incapacitate the Android.
When I hack in, I don’t have to risk pissing off an android that can crush my skull without a second thought.
You’re overthinking the switch.
Soong didn't program Data to do that, Lore on the other hand wouldn't have an issue with it.
You're over simplifying Computer Hacking compared to triggering a On/Off Switch.
