The whole "Tampa Bay is paying Wade Boggs to go into the Hall of Fame as a Devil Ray" rumors (which he denied) freaked the committee out. They wouldn't let Gary Carter go into the Hall as a Met. Dave Winfield had the choice between Padres and Yankees. Obviously Albert Pujols won't be going into the Hall as a Dodger. Stuff like that would never happen.
I would say a percentage of their career would be the better mark.The player should be able to make the choice, the only caveat I would add is that they needed to play for a team for 'X' number of seasons to choose it.
