"I am detecting unusual fluctuations in subspace frequencies"

I don't know what to make of this phrase, it's so ambivalent: on the one hand it sounds like something serious, that requires immediate attention, but on the other hand it's so vague, too ambiguous to actually mean something specific: what "fluctuations" and what makes them unusual? It sounds serious enough to raise concern but it's actually meaningless!

Subspace frequencies often refers to subspace radio communications, but without context for the quote, it's impossible to interpret.
 
A lot of technobabble is...it's just gibberish to let us know they know something is up.

I have a vague recollection of hearing the phrase in multiple episodes here and there, but when it really hit me was in TNG's "future imperfect", the expression is employed at the beginning of the episode.

I also have a vague recollection of it being spoken in an episode I can't recall the title of, except that the actor reminded me of a young Benny Hill.
