Hardly the worst. It's somewhat typical of the type of exposition one finds in Star Trek. And you specifically made mention of it's out of the blue appearance rather than its awkwardness. In the hands a better actor it might have sounded better.It's also an extremely clunky line of dialogue that's about as natural as chicken's teeth.
"Computer engage, the manual steering column" one of the most cringe worthy line of dialouge in Trek.

I've always hated this line from Carol Marcus. It's very clunky and nothing a real person would say:
