Nobody knows for sure. It's already been the subject of much debate.

Look at the fleet at the end of Call to Arms. That's just one of multiple fleets, and those are just armed defensive vessels - most of Starfleet's duties are peaceful.

So the best answer I can think of is: a lot.

I'd say the Borg are at the top of the list, then the Dominion, then most likely the Klingon Empire (given the over-emphasis on service to the empire and being a warrior), after them I'd say the Federation and Romulans were about the same.

Then you have the likes of the Breen, Tholians, Tzenkethi and Gorn to think about, none of who we know that much about.

And it's not just ship crews, which could be anywhere from 50 to 1000. There's also starbase/outpost personnel, land-based facility people, maintenance crews, auxiliary services, recruiting offices, etc., multiplied by the hundreds of planets in the Federation. The total number of people could be well over a million.

Which is still insignifigant, if you think about the population of the Federation. 150+ member worlds plus all their colonies. You are talking a population in the hundreds of billions if not nearing a trillion.

Eh, China alone has 3 million people total in all branches of their armed forces. The US over 2 million.

You have hundreds of worlds with millions and billions of people each I expect Starfleet would easily have billion's of personnel.

You must also take into account that Starfleet is not strictly military. They serve a lot of other functions too, and I would think that a bigger fraction of the general population is in Starfleet than is in a modern military.

Look at how many uniformed people you see in San Francisco in TMP or that awful Harry Kim episode. It seems like a lot, even considering that it's where Starfleet headquarters is.

In "Non Sequitur" it's like everyone in San Francisco is Starfleet, the way they pop up everywhere during the chase.

Well... uh... I did say it could be well over a million. ;)
