What was Worf able to do roughly a third of the way through the third season that would not have been able to do a mere seven episodes later.
So to rephrase the question... Worf did something during the 7th, 8th or 9th episode of season three, that he would not be able to do 7 episodes later. What was it he did that 7 episodes later he could not & would not be able to do for a long time?

Man... I'm stumped. Allow a Romulan to die, like he did in The Enemy?
 
Sorry, more like the first 10 episodes. So, I guess a better way to phrase it would be what did Worf do in the first half of season 3 that he couldn't have done in the latter half.

You're on the right track, the Romulans were involved.

I was going with negotiating with the Klingon vessel Bortas to the end of getting some Klingon back-up in the Romulan neutral zone in the episode "The Defector". Something he wouldn't have been able to do after the events of "Sins of the Father" seven episodes later.

Yup.

Riker was given the powers of Q and invited to join the Continuum. He didn't. Amanda's parents were never shown so 4 is correct.
 
But they weren't really Amanda's parents though, were they? Just her memories of them being projected.
