Nah, it's one of the worst.

Seriously. It's just a bad movie.

The night I saw it, the film critic for the Baltimore Sun gave it twenty minutes before he went out into the lobby and started making calls to his office.

Agreed. It's a terrible film, the second to worst Trek film. The title of Absolute Worst Trek Movie would go to Nemesis.
 
Not the best, but a superlative score, great editing and what I consider to be lively, and actually quite good direction from William Shatner add up to a movie that's tremendous fun and highly entertaining to watch. As has often been stated, the scenes between Kirk, Spock and McCoy are amongst the best in the franchise.

It does have its problems though, a poor script in places, painful, shoehorned humour and some the of weakest FX work in any of the Star Trek movies.

I would take this film over the ultra-lame Nemesis in a heartbeat.

There is certainly an argument for saying it's under-rated, has its charms and suffered because of outside issues (SFX house, budget, studio interference).

However, while everyone is entitled to their opinion, I just cannot see how one could with a straight face say that it's a better movie than TWOK, TUC, TVH or JJ Abrams' movie. I'd probably choose to watch it over TMP, because it at least tries to recreate the charm of the original show. However, I'd say that it's either the least good or second-least good Trek movie.
