Well, I would say that The Soul Key does end on a cliff-hanger, but not in the MU part of the storyline. The MU story in TSK ends in the style of "end of one phase, ready to move onto another," which is then picked up in RLL.
The TSK cliffhanger is to do with the main universe story, not the MU story.

, where does that "main" universe cliffhanger get picked up? I thought TSK was the last DS9 relaunch novel before the leap forward in time to catch up to the rest of the TNG "era" trek in Destiny & the Typhon Pact stuff.

The Never-Ending Sacrifice was published after The Soul Key, but the events after the events of The Soul Key were only alluded to in Rough Beasts of Empire.

That's right -- the "cliffhanger" has not yet been resolved (though I don't think it was the kind of cliffhanger that had to be followed up on immediately, more a new source of trouble that's bound to cause complications somewhere down the road).
Indeed, it's one of the main contentions of the entire "four missing years" thing that the cliffhanger from The Soul Key has never been followed up on beyond a few hints in Rough Beasts that basically tell us that whatever happened, it's mostly over with by then.
