The philtrum is different, that's the "notch" between your lip and and nose. The nasolabial trouch/fold is your "laugh line(s)."

If I'm not mistaken, Whoopi Goldberg wanted to be on Star Trek and a character was created for her. I don't think they considered that she should or should not have eyebrows. It just happens Whoopi does not so the character does not.
