Yeah it sort of is, but it's a minor scene and it's also often cut for the two-parter.

Yeah, I had the same thought. That scene should have come earlier.
I just watched The Inner Light, and that opening shot did not look nice to me. Sure, its vaguely close, but the flight path is wrong (well, wrong is relative, its more to the right than it was) and it looks really CG at the end of it. They've also done away with the the Katan glow when the sun is slowly going nova. Overall the rest of the episode looks great, and in comparison to Sins of the Father the stuff on the bridge looks really vibrant and has deep blacks. SOTF seemed a tad washed out I felt.

I love how you can all of a sudden see the tiny details. The fruit basket Zorn offers to Riker, for example. On DVD, I could only clearly make out the bananas. Now you can see tomatoes, grapes and an orange as well.

I dunno, I can't go back and rewatch them at the moment, but I feel like it was even further than that. At least, I don't believe the saucer filled 3/4 of the shot when it passed overhead.
