We know that TNG communicators could be used to track people, but they didn't seem to have the lifesigns-monitoring functionality, given that they functioned as simple locators that didn't even tell you whether they were being worn or not, so that characters were constantly leaving them behind to throw people off their trail.
One thing I liked about the '09 movie was the way even back in the days of the Kelvin, they were constantly monitoring the captain's vital signs while he was off the ship. Really, that's the way it should be -- landing parties/away teams should be constantly in touch with the ship and constantly monitored by audio, video, and telemetry every step of the way, not just checking in by communicator every couple of hours.
