he means Sulu is flat-chested and has thin stick-like legs, so he's making a joke, saying that if the other poster is disdaining attractive feminine features like nice legs and nice breasts, then perhaps he prefers Sulu, who doesn't have them.

If you don't know that Riker wants to be a starship captain. If you do know, then you see the simple fact that it destroys the character.
