It sounds like a fan proposal with as much chance of being made as the David Foster one. CBS is not going to hand Star Trek over to someone who's top experience was as a Production Assistant.

Interesting question. While I'm sure CBS/Paramount's lawyers will squelch any attempt to make money off copyright infringements, I could see Star Trek ripoffs being launched on the internet and being economically viable enough to merit a reasonable budget that can bring things up to a tolerably professional level.

Star Trek is easy enough to rip off in a way that won't trigger any legal interest. I wonder when this will start happening or if it is happening now.
